FEMA Target Capabilities to Core Capabilities Crosswalk
The Federal Emergency Management Agency (FEMA) has released the new Core Capabilities (September 2011). The challenge will be that many agencies were just institutionalizing the original Target Capabilities List (TCL) and measuring progress and performance against this tool when in 2010 the CDC released 15 ESF#8 related Public Health and Medical Target Capabilities based on the original TCL. Adoption of these principles was beginning to take hold and create a framework.
FEMA's release of the new Core Capabilities may set many agencies and entities across the nation back a bit. The Crosswalk referenced here may provide a mechanism to make the transition smoother.
